TAIPEI, Taiwan (AP) — Taiwan’s former first lady admitted to laundering $2.2 million and forging documents Tuesday - the latest in a judicial process that has seen her husband stage a jailhouse hunger strike, her daughter lash out at media, and her son plead guilty to similar charges.

Wu Shu-bian, who arrived in her wheelchair looking wan in an orange Burberry jacket and light gray trousers, told a three-judge panel that she sent abroad $2.2 million she received from a contractor in connection with a government construction project and that she forged documents related to a special presidential fund.

However, she did not admit to charges of embezzling money from the fund and other charges of taking bribes in connection with a land deal and the government construction project. She did not say whether the money was a bribe - as prosecutors allege - or a political donation as she has repeatedly suggested.

The case against Wu is part of a complex web of charges that has also ensnared her husband, former President Chen Shui-bian, as well as her son, daughter-in-law and brother.

Wu’s appearance was her first at the court since proceedings against her began in December 2006. She fainted early on in that session and was rushed to a Taipei hospital.

After Tuesday’s session was adjourned, Wu told reporters that she regretted the considerable social and personal dislocation her case had caused.

“I apologize for involving several innocent family members … also for causing turmoil in Taiwan society,” she said.

The slew of charges against the Chens has captivated this island of 23 million people, particularly since last May when Chen left office and prosecutors announced they were opening a graft investigation against him.

Six months later he was arrested on charges of money laundering, forging documents, taking bribes and embezzlement and spent 32 days in jail pending the completion of the probe again him.

On Jan. 19 he pleaded not guilty to the charges against him.

However, two days later, Chen Chih-chung, the Chens’ son, pleaded guilty to money laundering as did Chen’s daughter-in-law and Wu’s brother.

Political science professor Hou Han-chun of National Taipei University said Wu’s actions Tuesday appeared to be part of a strategy to clear herself and her husband of the bribery charges against them.

He said prosecutors would have difficulty proving that she took bribes because of her continuing insistence that large sums of money in her possession came from political donations.

“Prosecutors must prove that she sought to influence her husband after taking the money, and that will be pretty difficult,” Hou said.

Fanning interest in the legal proceedings has been Taiwan’s brutally effervescent media - including its six 24-hour cable TV news stations - which have chronicled its every twist and turn with breathless enthusiasm.

A favorite media target has been Chen daughter Chen Hsing-yu, who has frequently lashed out at television reporters - most recently berating journalists in New York.

Chen Shui-bian also egged on interest in the case when he engaged in a 16-day jail hunger strike to buttress his claims that successor Ma Ying-jeou is persecuting him in order to curry favor with China.

Chen, a strong advocate of Taiwanese independence, has lashed out at Ma’s policies of increasing trade and political contacts with the mainland, from which Taiwan split amid civil war in 1949.

Wu was paralyzed from the waist down in 1985 after she was run down three times by a truck following her husband’s unsuccessful electoral bid for a county magistrate position in southern Taiwan. Chen later claimed that the incident was engineered by the rival Nationalist Party as an act of political vengeance. The Nationalists have always denied the charge.

Protester throws shoe at China’s Wen

CAMBRIDGE, England (Reuters) - A protester threw a shoe at Chinese Premier Wen Jiabao and called him a dictator as he delivered a speech on the global economy Monday.

The shoe missed Wen and landed on the stage about a meter away from him during an address at Cambridge University on the last day of his official visit to Britain.

The protest followed the hurling of shoes by an Iraqi journalist at U.S. President George W. Bush on his farewell visit to Iraq in December.

The protester, who was held by university security guards, blew a whistle and then shouted: “How can the university prostitute itself with this dictator? How can you listen to the lies he is telling? Stand up and protest.”

Wen hesitated for a few moments in his speech before continuing speaking. University officials bundled the protester out of the building and guards fanned out across the stage.

After the protest, Wen continued his speech, saying: “We come in peace. This is not going to obstruct China-UK friendships. History shows harmony will not be obstructed by any force, so would you let me continue.”

A police spokeswoman said officers arrested the man for a public order offence. She gave no more details about him.

About 80 people, both supporters and critics of China, had earlier gathered outside the venue. There was a large police presence in the city and security guards within the building.

A Chinese embassy spokesman said a planned reception with Queen Elizabeth’s son Prince Andrew at Buckingham Palace in London had been canceled due to bad weather. The decision had been taken before the protest, the spokesman added.

Airports in London have been badly disrupted by the worst snow in nearly 20 years, with hundreds of flights canceled. Wen was due to fly out of the capital Monday evening.

Groups of anti-China protesters, including pro-Tibet campaigners, have followed the Chinese premier during his visit to Britain.

Sunday, police arrested five pro-Tibet demonstrators after they broke through police lines as Wen arrived at the Chinese embassy in London.

Video footage of the shoe-throwing in Baghdad was repeatedly shown around the world. Journalist Muntazer al-Zaidi, who works for independent al-Baghdadiya television, shouted: “This is a goodbye kiss from the Iraqi people, dog.”

Yet, every so often the oath is taken amidst gathering clouds and raging storms. At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forbearers, and true to our founding documents.

So it has been. So it must be with this generation of Americans.

That we are in the midst of crisis is now well understood. Our nation is at war, against a far-reaching network of violence and hatred. Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age. Homes have been lost; jobs shed; businesses shuttered. Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.

These are the indicators of crisis, subject to data and statistics. Less measurable but no less profound is a sapping of confidence across our land - a nagging fear that America’s decline is inevitable, and that the next generation must lower its sights.

Today I say to you that the challenges we face are real. They are serious and they are many. They will not be met easily or in a short span of time. But know this, America - they will be met.

On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord.

On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn out dogmas, that for far too long have strangled our politics.

We remain a young nation, but in the words of Scripture, the time has come to set aside childish things.

The time has come to reaffirm our enduring spirit; to choose our better history; to carry forward that precious gift, that noble idea, passed on from generation to generation: the God-given promise that all are equal, all are free, and all deserve a chance to pursue their full measure of happiness.

In reaffirming the greatness of our nation, we understand that greatness is never a given. It must be earned. Our journey has never been one of short-cuts or settling for less. It has not been the path for the faint-hearted - for those who prefer leisure over work, or seek only the pleasures of riches and fame. Rather, it has been the risk-takers, the doers, the makers of things - some celebrated but more often men and women obscure in their labor, who have carried us up the long, rugged path towards prosperity and freedom.

For us, they packed up their few worldly possessions and traveled across oceans in search of a new life. For us, they toiled in sweatshops and settled the West; endured the lash of the whip and plowed the hard earth.

For us, they fought and died, in places like Concord and Gettysburg; Normandy and Khe Sahn. Time and again these men and women struggled and sacrificed and worked till their hands were raw so that we might live a better life. They saw America as bigger than the sum of our individual ambitions; greater than all the differences of birth or wealth or faction.

This is the journey we continue today. We remain the most prosperous, powerful nation on Earth. Our workers are no less productive than when this crisis began. Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year. Our capacity remains undiminished. But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions - that time has surely passed. Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.

For everywhere we look, there is work to be done. The state of the economy calls for action, bold and swift, and we will act - not only to create new jobs, but to lay a new foundation for growth. We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together. We will restore science to its rightful place, and wield technology’s wonders to raise health care’s quality and lower its cost. We will harness the sun and the winds and the soil to fuel our cars and run our factories. And we will transform our schools and colleges and universities to meet the demands of a new age. All this we can do. And all this we will do.

Now, there are some who question the scale of our ambitions - who suggest that our system cannot tolerate too many big plans. Their memories are short. For they have forgotten what this country has already done; what free men and women can achieve when imagination is joined to common purpose, and necessity to courage.

What the cynics fail to understand is that the ground has shifted beneath them - that the stale political arguments that have consumed us for so long no longer apply. The question we ask today is not whether our government is too big or too small, but whether it works - whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified. Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. And those of us who manage the public’s dollars will be held to account - to spend wisely, reform bad habits, and do our business in the light of day - because only then can we restore the vital trust between a people and their government.

Nor is the question before us whether the market is a force for good or ill. Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control - and that a nation cannot prosper long when it favors only the prosperous.

The success of our economy has always depended not just on the size of our Gross Domestic Product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart - not out of charity, but because it is the surest route to our common good.

As for our common defense, we reject as false the choice between our safety and our ideals. Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations. Those ideals still light the world, and we will not give them up for expedience’s sake.

And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born: know that America is a friend of each nation and every man, woman, and child who seeks a future of peace and dignity, and that we are ready to lead once more. Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

We are the keepers of this legacy. Guided by these principles once more, we can meet those new threats that demand even greater effort - even greater cooperation and understanding between nations. We will begin to responsibly leave Iraq to its people, and forge a hard-earned peace in Afghanistan. With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the specter of a warming planet. We will not apologize for our way of life, nor will we waver in its defense, and for those who seek to advance their aims by inducing terror and slaughtering innocents, we say to you now that our spirit is stronger and cannot be broken; you cannot outlast us, and we will defeat you.

For we know that our patchwork heritage is a strength, not a weakness. We are a nation of Christians and Muslims, Jews and Hindus - and non-believers. We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace.

To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect. To those leaders around the globe who seek to sow conflict, or blame their society’s ills on the West - know that your people will judge you on what you can build, not what you destroy. To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist.

To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds. And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders; nor can we consume the world’s resources without regard to effect. For the world has changed, and we must change with it.

As we consider the road that unfolds before us, we remember with humble gratitude those brave Americans who, at this very hour, patrol far-off deserts and distant mountains. They have something to tell us today, just as the fallen heroes who lie in Arlington whisper through the ages. We honor them not only because they are guardians of our liberty, but because they embody the spirit of service; a willingness to find meaning in something greater than themselves. And yet, at this moment - a moment that will define a generation - it is precisely this spirit that must inhabit us all.

For as much as government can do and must do, it is ultimately the faith and determination of the American people upon which this nation relies. It is the kindness to take in a stranger when the levees break, the selflessness of workers who would rather cut their hours than see a friend lose their job which sees us through our darkest hours. It is the firefighter’s courage to storm a stairway filled with smoke, but also a parent’s willingness to nurture a child, that finally decides our fate.

Our challenges may be new. The instruments with which we meet them may be new. But those values upon which our success depends - hard work and honesty, courage and fair play, tolerance and curiosity, loyalty and patriotism - these things are old. These things are true. They have been the quiet force of progress throughout our history. What is demanded then is a return to these truths. What is required of us now is a new era of responsibility - a recognition, on the part of every American, that we have duties to ourselves, our nation, and the world, duties that we do not grudgingly accept but rather seize gladly, firm in the knowledge that there is nothing so satisfying to the spirit, so defining of our character, than giving our all to a difficult task.

This is the price and the promise of citizenship.

This is the source of our confidence - the knowledge that God calls on us to shape an uncertain destiny.

This is the meaning of our liberty and our creed - why men and women and children of every race and every faith can join in celebration across this magnificent mall, and why a man whose father less than sixty years ago might not have been served at a local restaurant can now stand before you to take a most sacred oath.

So let us mark this day with remembrance, of who we are and how far we have traveled. In the year of America’s birth, in the coldest of months, a small band of patriots huddled by dying campfires on the shores of an icy river. The capital was abandoned. The enemy was advancing. The snow was stained with blood. At a moment when the outcome of our revolution was most in doubt, the father of our nation ordered these words be read to the people:

“Let it be told to the future world…that in the depth of winter, when nothing but hope and virtue could survive…that the city and the country, alarmed at one common danger, came forth to meet [it].”

America. In the face of our common dangers, in this winter of our hardship, let us remember these timeless words. With hope and virtue, let us brave once more the icy currents, and endure what storms may come. Let it be said by our children’s children that when we were tested we refused to let this journey end, that we did not turn back nor did we falter; and with eyes fixed on the horizon and God’s grace upon us, we carried forth that great gift of freedom and delivered it safely to future generations.

Hamas ceases fire in Gaza, gives Israel week to go

GAZA (Reuters) - Hamas announced an immediate ceasefire by its fighters and allied groups in the Gaza Strip on Sunday, senior Hamas official Ayman Taha said, adding that the Islamists gave Israel a week to pull out its troops.

“Hamas and the factions announce a ceasefire in Gaza starting immediately and give Israel a week to withdraw,” Ayman Taha, a Hamas official in Cairo for talks with Egypt on a truce deal.

Hamas also demanded that Israel open all of the Gaza Strip’s border crossings to allow in food and other goods to meet the “basic needs for our people.”

Israel said earlier on Sunday that it will not consider a timetable for withdrawing all of its forces from the Gaza Strip until Hamas and other militants cease their fire.

As US Airways went down, fellow pilots fell silent

NEW YORK (Reuters) - When pilots on the tarmac at New York’s LaGuardia airport on Thursday heard that a US Airways passenger jet was going down on the Hudson River, they knew better than anybody that the odds of survival were grim.

This is the story of one of those pilots, Mark Wilkinson, who works for a regional carrier, in his own words:

“We pushed off the gate around 3:20 p.m. and were taxiing to Runway 4 as the US Airways took off. I noticed firetrucks with lights on scrambling toward the end of the runway but didn’t think much of it since drills are carried out frequently.

“Around 3:30 p.m., the ground controller frantically asked the rescue team what they had seen and the reply was a vague, ‘He’s in the water.’

“The controller then asked for clarification and the response was ‘I lost the target, he’s in the Hudson,’ at which point we knew an airplane had gone down.

“My first assumption was that it might have been a general aviation aircraft that had run into trouble but seconds later a query came on the radio: ‘What type was it?’

“The answer was terrifying. ‘Airbus 319 or 320, Cactus.’ Cactus is US Airways’ call sign. The LaGuardia ground frequency, usually bustling with calls, went completely silent.

“In a very somber tone of voice, about 10 minutes after it all happened, the controller announced that the Airbus had ingested a bird on take-off and gone down in the river.

“Departures were stopped. The radio was dead silent as every pilot no doubt contemplated the fate of the US Airways crew and their passengers on such a frigid day with the typically bad odds of ditching an airliner.

“We sat on the taxiway for the next 45 minutes, looking to our right at Manhattan and the direction of the crash wondering if anyone would make it out. All we could see were helicopters hovering over the scene.

“A few minutes later, we tuned our low-frequency navigation radio to a local AM news station and began to hear the news that there were passengers in rafts and on the wings. We were astounded to later see pictures of the unscathed aircraft.

“It was my leg to fly and taking off from the same runway and making the same left turns over the Hudson was very eerie. As we went over the area where the wreckage floated we flew in complete silence.”

The pilot managed to land the plane on the water and all 155 passengers and crew were rescued safely.

Israel and Hamas: Conflict in Gaza

Israeli forces continued to surround populated areas throughout Gaza, including Gaza City, the eastern Gaza border and Rafah in the south.

On Tuesday, intense military activity was reported in the Tuffah and Tel al Hawa neighborhoods outside of Gaza City and in Khuza’a east of Khan Yunis.

U.N. officials say the growing troop presence has isolated pockets of the population, leaving civilians trapped in their homes. Aid officials also say they are unable to deliver supplies or evacuate casualties in these areas. Many of these locations are in the outskirts of Gaza City, including east and north of Beit Hanoun, east of Jabaliya, Zeitoun and Tuffah.

Gazan health officials report 971 dead, including at least 311 children, 76 women and 12 medical workers. Israel has reported 13 Israeli dead, including 4 civilians.

Dora Hospital was directly hit on Jan. 12, but will remain open for emergency care. Half of Gaza’s primary health care centers have been closed because of damage from shelling.

Gaza’s electricity company reported that its warehouse in Gaza City was hit on Tuesday. The building housed much-needed parts for the territory’s damaged electrical network.

Sixty percent of Gazans are not receiving any power and the rest receive power on and off throughout the day. Without power for pumps, water treatment plants continue to over flow in the streets in Beit Hanoun and Beit Lahiya, according to the U.N.

Taiwan court sends former president back to jail

TAIPEI, Taiwan (AP) — A Taiwan court ordered former President Chen Shui-bian returned to jail Tuesday pending trial on corruption charges, accepting prosecutors’ arguments that he be locked up to prevent him fleeing or colluding with alleged coconspirators.

The court’s move reversed its previous ruling that Chen could remain free while preparations for his trial go forward. It followed a judicial decision last week to change the judges presiding over Chen’s case.

In a statement Tuesday the Taipei District Court said Chen’s detention was necessary for his trial to go smoothly.

“Out of concerns for human rights and the public interest, Chen Shui-bian should be detained but he should also be allowed to receive visitors,” the statement said.

Chen, an ardent sup- porter of Taiwan’s formal independence from rival China, has denied any wrongdoing and says he is being persecuted by his successor, President Ma Ying-jeou, who came to power in May and has sought warmer ties with the mainland.

Chen was taken back to Tucheng detention center in suburban Taipei early Tuesday, following a 12-hour court hearing. He spent 31 days in Tucheng after his arrest Nov. 12. During that time he was only allowed to see his lawyers.

Chen was indicted earlier this month on charges of embezzling a presidential fund and accepting bribes during his eight years in office.

Prosecutors say Chen and his wife together embezzled 104 million New Taiwan dollars ($3.12 million) from a special presidential fund, and received bribes of $11.73 million in connection with a government land procurement deal and a separate construction project.

Chen’s lawyers say they will appeal the new detention order, which comes 17 days after Chen’s indictment, and the initial court decision to let him out of jail.

China’s goodwill giant pandas arrive in Taiwan

TAIPEI (Reuters) - A pair of giant pandas from China’s fog-shrouded mountains reached an excited but wary Taiwan on Tuesday, a symbol of improved relations between the longtime political rivals who once stood at the brink of war.

Panda-decorated baggage trucks drove out to collect the crates carrying Tuan Tuan and Yuan Yuan from the cargo hold of a jumbo jet that landed at north Taiwan’s major airport.

After arriving at the Taipei city zoo in a truck with police escorts, the pandas, whose names said together mean “unite,” were taken to a T$300 million ($9.24 million) hillside complex where they should attract huge crowds after a month in quarantine.

“Pandas are a diplomatic tool to win over a place’s public and make them think China is a friendly country,” said George Hou, a mass communications lecturer at I-Shou University in Taiwan.

“But the average child who doesn’t know this background will just ask whether they’re cute or not.”

Giving away pandas is seen as China’s most popular use of soft power toward Taiwan since 2005, when it began making offers instead of military threats to impress the self-ruled island that Beijing considers its own.

China has claimed Taiwan since the end of the Chinese civil war in 1949. It has vowed to bring the island under its rule, by force if necessary, but ties have improved since China-friendly Taiwan President Ma Ying-jeou took office in May.

Beijing has given pandas to nine countries including Japan, the United States and the former Soviet Union since 1957.

China had offered the pandas to Taiwan as a goodwill gift in 2006. Taiwan’s then anti-China president refused to accept them.

“The pandas take 1.3 billion mainland people’s blessings to Taiwan and will sow the seeds of peace, unity and fraternal love there,” Zheng Lizhong, deputy chief of the Taiwan Affairs Office, said at a farewell ceremony in Sichuan province.

Pandas can only be found in the wild in China where they are rebounding from the brink of extinction, but not yet out of the woods — in large part because of difficulties in producing cubs.

The Taiwan zoo, which will be their new home, will try to mate the pair and may return any cub for tender loving care back in China, a zoo official said last month.

After the quarantine period ends, as many as 30,000 visitors will be allowed to file past each day to see the pandas’ garden-like complex. Vendors are looking to make money by selling look-alike stuffed animals and mobile phone ornaments.

CYNICAL TOO

Tensions have brought China and Taiwan intermittently to the brink of war over the last six decades in what is considered potentially one of the most dangerous flashpoints in Asia.

Building on better ties, the two sides last week launched direct daily passenger flights, new shipping routes and postal links for the first time in six decades. China has also offered its Taiwan investors $19 billion in financing over the next three years due to the global economic crisis.

But many Taiwan citizens would prefer China remove missiles aimed at the island and let it join international organizations such as the United Nations instead of offering money or animals.

“I would be careful about saying any single gesture will sway people,” said Brad Glosserman, executive director or the U.S.-based think tank Pacific Forum CSIS. “The people of Taiwan are smart. They’re also cynical.”

The island’s anti-China main opposition party said on Tuesday the pandas symbolized Beijing’s intent to control Taiwan, and one party legislator told reporters he would advise his relatives against visiting the animals.

The 4-year-old pandas have been living at a breeding base in Sichuan, neighboring Tibet, for several months. Their previous home, the Wolong Nature Reserve, was damaged in the earthquake that struck Sichuan on May 12, killing more than 80,000 people.
